Whereas over 75% of those polled want the voters to decide the Cecil Field issue, will you support a binding or a non-binding referendum, or a charter amendment, in which the voters decide whether Jacksonville should meet the BRAC conditions that would allow the realignment from Virginia to Cecil Field, and will you abide by their decision?
